The Franklin County Clerk's office is quick, friendly and knowledgeable. If you have your required paperwork it goes a lot faster. They are also happy to answer questions and guide people to where they need to go to fix various issues with vehicles, etc. They open at 8 am and I think that mornings are the best time to visit.
