You pretty much have to harass people to get a response. They do not return voicemails. Rarely answer the phone. Never respond to emails. (This comment is based on average. There are a few exceptions. Like the HWY department. And I'm sure there are plenty of decent departments I have not interacted with. I will update this if the average changes.)
