They always lie about being open. Or having the right office inside open. Not everyone has perfect mechanical reliability, or the time, or can afford the gas to make 6 separate trips for one task. This has been a recurring issue the entire time I've lived in this county, I'd hoped they would've ironed out the inconsistencies (ie flat out LYING about being open) by this year, but I guess that's what I get for trusting you to be halfway competent.
