    It is unfortunate that such a beautiful region has to be so badly mismanaged by such a town office. For more than 60 years my dad has paid outrageous amounts of property taxes for ZERO services in exchange. No potable water. No sewage. No garbage removal. Not even snow removal down his street. Despite this, my dad has always diligently paid his taxes well in advance of the due date for more than 60 years. The one time the post office loses his cheque in the mail, without even a courtesy call to let him know they had not received his cheque (as they don't provide receipts), they automatically assume that he is guilty of withholding taxes and sent his file to a collection agency. If you are considering buying a property in the region, you should strongly consider looking at another town.
