I understand that Andover is a small town and a lot of people who work at the town hall are part timers but when the tax collector is out sick there is nobody that can fill in for her or him. That to me is unacceptable, come on.

The online payment system for taxes doesn't work, but they still make you pay late fees and have not fixed the payment page. It spits out a confirmation even though the payment doesn't go through. This town loves to make it hard for people to pay their bills in any way other than showing up to the town hall in person with cash. Ridiculous.
