I moved away in from Hartford City in 1976, over the years I used the birth certificate that was provided to me with the raised seal but after 40 years, things and times change and that certificate no longer works. I was in a bind and needed assistance, I called the Blackford County Health Department and talked to the Manager (Rhonda) about my circumstance and she understood completely but realized I needed to upgrade my certificate. After filling out the application, paying the small feel of $15, Rhonda provided me with a receipt via email that showed proof that I was in the process of getting a new birth certificate and the issue was resolved, I will be gettting a new cirtificate in a few days. I dont know what I would have done but Rhonda was an angel and I appreciate what she did for me. Thank you
