I believe that the county recorder's office is to assist anyone who need to record a document or get a copy of a recorded document. There job is to service the paying customer without having a nasty attitude or speaking down to their customers. Their personnel in that office need to take customer service classes and the supervisor needs to be replaced or sent to management courses to learn to speak to people with respect. They are providing a service not the other way around.
