    Closed except for appointments. No one answers the phones or replies to email. Voicemail box is full. Finally talked to someone after days of calling, informed me they don't have any appointments until end of October (that's over 2 months from now).     No one answers the phone and the manager, or whatever her title is, is extremely rude. I was waiting in the room for my dog license and I can literally hear them chit chatting about their personal lives while I am waiting looking to speak with someone. NO ONE answers the phone, ever. It’s always dead and when I leave a message they NEVER return my call. This place is awful, especially compared to the Salem city office. At least they answer the phone.
