    There's a specific set of rules for service dogs and for dogs being on an outdoor patio type where food is consumed by the public. somebody at the health department has been telling people they cannot even ask about dogs. I've been seeing more and more homeless people and their pets eating in the general common areas. According to the California code it is not okay
