Typical government agency. The federal government website says there are services you can do in person. This office picks and chooses what they will help you with, and they will tell you to do the rest in the mail. I had a friend drive out of town to get paperwork done for her passport and I thought that was silly. Then I tried to work with this county building and realized why she went somewhere else. Embarrassing for them. Frustrating for us.
